This is a guide explaining how valleys level up, it is really simple, but this can be used against you. If you are in control of the valley it will not lvl up, or it will not lvl up if it is an NPC city.
To get it lvled up first you need to abondon the valley (if you own it) and you need to be online when they do a server maintenence. Updates are easy to distinguish in case you are wondering, but they happen around 1:00-3:00 server time, that is the most difficult part. so when they do the Maintenence you will be logged out for usually 15m, then once they are finished all the valleys not in anyones control will be 1 lvl higher. Next you need to reconquer, it would be helpful to write down what valleys you abandoned so you know what to take back.
To use this against someone you are at war with you conquer it as a lvl 10 valley and it will be reset at lvl 1! But be aware this makes people really angry, especially if it is a lake!
